Would this be a worthwile upgrade? Any other cost-effective alternatives?

If you want to improve the insulation *significantly*, I would replace the 4 inches of fibreglass with 4 inches of Celotex (probably overkill). Much, much better than bubble wrap though.

As you have a pitched roof the most cost effective option would be to add more fibreglass but you would need to make sure that ventilation is not obstructed at the eaves. If you wanted to uber clever then you could replace the fibreglass near the eaves with more expensive but very efficient Celotex/Kingspan then pile up fibreglass in the bit with more headroom.
You didn't say how you intended to use the bubblewrap but it doesn't really matter as it is shit (IMNSHO).
