tiling on top of old glue

I've removed the plastic tiles that used to be in the dining room leaving behind a concrete floor covered in yellowish glue which is pretty horrible and doesn't seem to want to come up (even with a steamer or maybe I'm not doing it properly). Is it possible to lay new ceramic tiles onto the old glue or will that not work?

try a test one. Should be OK

That would be a contact adhesive..can be dissolved with various solvents like petrol/acetone, but I wouldn't.
