If the switch can carry full motor startup current it could carry full motor short current, Why would it need a solenoid?

I'm not addressing "the switch" but what the purpose of the fifth terminal is. It being a single connector it must do something in combination with one (or more) of the other four connectors. That sounds like a solenoid - or an electronic equivalent.
If you'd seen one of these brakes in practice, you'd know just how big the motor shunting current is.
How ironic is it that your appended comment on that last email was:
"How fortunate for governments that the people they administer don't think."
