So, we have a regular walker that goes in front of our house and helps himself to, usually, roses from our garden. These can be accessed from the path so he doesn't need to enter our property. Yes, we've had words, but he's old and a non-English speaker.

Get a big dog. Or a small dog with big teeth.
Get one of those signs saying "CCTV in operation" with relevant graphic for non natives and hang an obvious suspect looking box with stuck oon salvaged camera lens and wires in a nearby location. A bit like the signs saying "beware of adders" on private fishing lengths.
Neem oil on the stems. It stinks, and is a natural aphid deterrent as a bonus.
Hmm, maybe they’re for his wife’s grave and he can’t afford flowers? Personally, I think as long as he’s not entering your property the harm is minimal. If he lives very local is there a chance of finding someone who can ask him why on your behalf?

How about a prominent "Roses For Sale" sign.
"Hello wife. I stole these roses for you. When they're all gone, I'll steal from somebody else. "I'll celebrate our anniversary with a glass of Champagne - which I'll steal from Waitrose."
Except that in a week he has removed every bloom. They're for everybody to enjoy.

That'd work for me, thanks. However, my wife has a keener sense of smell and making roses stink is not top of her list.
Electrify 'em. There should be enough impedance in a stem at 50Hz to provide sufficient isolation from earth, especially during the summer months.
