Update. There is no agent support. The search suggests that if the problem is lack of power this should be displayed on the screen. I know the file system (NTFS) is compatible but there is no detail about any other incompatibility or about USB 3.

This issue seems to be resolved even though I still don't understand what has happened.

The Samsung SSD is working. It seems to work okay if it is installed at the start of the cycle but not as a 'plug and play' when the Roku is already running. This suggests it is nothing to do with power supply (as I suspected since I could not see how a tiny SSD could use more power than a hard drive) and is due to some incompatibility.
