No conflation. Paris has banned and got rid of the rental scheme e-scooters. The private scooters here cannot legally be used on public roads, etc. So if we did what Paris did, any scooter being used in a public place would immediately be recognised as doing something illegal. Hopefully it could be stopped by the police, confiscated, and crushed (after the battery is removed!). That solves the e-scooter problem of being ridden at all, too fast, in the wrong place, and without concern to pedestrians and road users.
