When I applied for planning permission for a new roof (for a new roof FFS) it was granted on condition I had the insulation upgraded. They wanted double the existing thickness. The problem was, when the work was completed, I lost access to the attic altogether as I could no longer see where it was safe to step; all the joists were covered up. F****ng bullshit rules from the usual suspects.

Was it a condition for the PP that the increased loft insulation remained installed? Just asking…

Our house has very deep glass wool insulation laid both parallel to the joists and at right angles to them - done by/for the previous owner. It was a nightmare trying to burrow through the glass wool by each of the n by m grid of GU10 light fittings because my wife wanted a couple of fittings moving from one lighting circuit (wall switch) to the other in the room.

I have to feel every step very carefully to check whether my foot will or won't being going on the next joist. I curse the person who laid the insulation like this.
