Although you may not have designed as many roads as she has, please don't feel jealous or insecure. It is what it is.
There is no reason why women can't be excellent engineers and/or project managers, or anything else they decide to do.
The problem is those who stereotype roles as being the preserve of men or women.

I really do think you will find it is changing. I was TUPE transferred into the private sector about ten years ago, and (to build up a new part of the business) they recruited roughly even numbers of boys and girls out of university with various science degrees for us old farts to train up. Look at them now, most of the ladies are in management while a lot of the lads are still engineers.

The colour range in hard hats is just so limited
