That'll be an adustable bladed type where the blade can rotate at different angles, rather than the stationary type blade.

Take alook at this lot, there is a right angle pipe cutter.

cheapest way is to use a correct size tubular hole cutter to cut the pipe off. screwfix sell a cheap version.

would give a suitable radius on a pipe of a slightly smaller diameter than the cutter, you need the right arbour to go with it, which has a pilot drill, drill into the side of the pipe and then right through, this gives you a nice roundy notch in the end of the pipe, it gets more tricky if you need an angle other than 90 degrees but it is still not too hard. The other cheap way is a half round file and a lot of hard work.

This one's a bit over the top for 1/4" pipe, but if you have a drill press you can easily do something simliar with a hole-saw.
