Low Energy Lamp Flickering

This morning I was asked to look at a friends low energy 20W lamp (three hoops) that has just developed a flicker when turned off. About every 8 -

10 seconds there is a tiny flash at the base of one hoop. There is nothing obviously wrong with the wiring and no detectable voltage in the holder - is this likely to be due to inductive pickup in the wiring and a slight defect in the lamp. A replacement low energy (different make)is OK.

Capacitive pickup in the wiring. It's not actually a fault in the lamp, or in the wiring, but in the combined lamp/wiring.

The wiring does supply voltage when off - measure it with a high resistance meter, albeit at low current, which does no normal harm.

The lamp just works at 240V, and stays out at 0V.
