And there lies the problem....
For those who's pension is a few pennies higher than the limit, they get no benefits. Get just a few pence less, and you suddenly gain an entilement to a whole raft of benifits and discounts.
The basic state (old or new) is enough for day to day expenses, but allows nothing for housing (assuming renting). It's not clear how housing could be allowed for, as it is very variable according to where you live, and if it was all paid for, rents would increase as more money is available.
