Glueing onto a painted surface.

I wish to glue a plywood panel to an existing wood surface that is painted. Should I remove the layers of paint from the existing surface first - which I would assume would be a better bond - or could I get away with glueing onto the painted surface as is? If so what adhesive should I use? Thanks.
