This comes up repeatedly in uk.rec.gardening - the recommendation is that the best is still pencil n'paper.
In general, any garden design software that is affordable for an amateur doing one or two gardens is too limited to do the job well. Software that does the job well is at the sort of price only a garden design professional can justify. Even so, you will notice that any time a garden designer is seen on TV, they are working on a drawing board.
