A separate dedicated earth rod, and it's positioned to be outside the area of influence of any other earth rods (known as earth resistance areas).
The voltage operated ELCB only leaks a tiny current to the earth rod when doing its voltage sensing. They are used where the ground may not be able to sink a large earth current without the ground itself rising to near mains potential, without using an unrealistic number of earth rods over too large an area.
