I inherited a non-working electric floor beneath a conservatory. I would like an elecrician experienced in this line of work to give it the once over.

No, but is the thermostat easily accessible so you can check there's power coming out? If it is accessible, just turn it on manually and put a voltmeter across the output. If it shows mains voltage, then it's either the cable from the thermostat to the heating element or the element itself. If the thermostat is dead, then replace it. In any case, I wouldn't bother if you want to use underfloor heating in a conservatory. When we had ours built ten years ago, I had 1.8kW membrane heating put in. It's probably ok for a few weeks in autumn and spring, but of no use in winter (other than background heating to keep the frost-sensitive plants there happy). Basically, if you want to heat a conservatory in winter so you can sit in it the best thing would be to get a thermostatically controlled 3kW fan heater, and be prepared for
