Advice on wall building please. A single leaf, 40 year old wall has been vandalised. What to replace it with?

Well, probably not practical for a small garden, but a crinkle-crankle wall produces an extremely strong structure without the need for buttresses and forms rather nice arbors on the inside, and you could plant something spikey on the outside concavities.
