One way goes to the garage piping and the other way dumps the water out of the garage pipes to the drain or ground when turned off.

Yes, if the gas heater dumps into the electric. You'll always have both heaters full and ready to go. A Better solution would be an 80 gallon gas heater, or maybe an instant point-of-use water heater.
