I want to put a fountain pond by a 10 year old willow. If I hit roots will it kill the tree

Sure, if you hit a lot of roots. 1 or 2 decent sized roots won't harm it, but the roots sure will harm the fountain. The tree doesn't care about your fountain. Near the tree is good, by the tree is bad.
