Big difference at 10% humidity and 90%
Yes. Pw = 1.176 "Hg and Pa = 0.1336 at 10% and 1.202 at 90.
ASHRAE says the water loss is 0.1(Pw-Pa) lb/h-ft^2.
Minimize it with minimal ventilation and a high RH.
