I just checked on someone I knew went to federal prison and was released a couple of years ago and his name is still there with release date. May be similar state sites.

Some cops, for a small fee, do background checks for landlords, employers, prospective brides.

not legally, they don't. small fee or not.

Depends. I have some cop friends who sorta moonlight doing information searches of public records. They say specifically that it won't be NCIC, and it would be public portion of the DMV database, but they can do pretty much anything a PI, for instance, could do and often quicker because they know the short cuts.
