OT: Burning Man

Perhaps someone can enlighten me regarding the charge/fee applied at the Burning Man event. Considering the land is public and ANYONE can visit that area when Burning Man is not partaking, how is it they can set up on public land and charge a fee for visitors?

Why not? If a food truck shows up should they give the food away? Public land can be rented.

Burning Man Project is a non profit but it takes money to operate it.
