Linseed Oil

Can linseed oil be applied to outdoor furniture once the temp. has fallen below 40 degrees? Thanks in advance

yep. The worst sthing that weill happen is that it will be thick (like syrup) and hard to get spread and soaked in. On a really cold day it might take a bit longer to dry. I'm assumng that you're using Boiled Linseed oil (BLO) and not raw linseed oil. Raw stuff (if you can find it) can take a long time to dry, even in ideal conditions.
