First question is why can't it be raised? Even if can't be raised, the gutter could be taken down, fascia board painted and then put back up correctly. Reposition the hangers so the new holes are not right next to the old ones. If it's old and has spikes, get replacement screws which are easier and better. It's not that hard, but does require two people. The hole idea is half-assed and likely to fail, the hole will get plugged up with a leaf, etc.
