Gulf of Mexico 7,000 years ago was about 30 feet lower

Ya don't say!

Researchers say the water level in the Gulf of Mexico 7,000 years ago was about 30 feet below compared to today. It's likely the pond at the time was on dry land about 9 feet above sea level.

CO2 levels actually started rising 8000 years ago, with the climb of population and the 2 have been moving in unison since then. If you want to return to 1800s CO2 levels, scrub several billion off the population, let all of that farm land and city land return to natural forest.
