Governor Gear Replacment Honda GX270

The governor gear on my Honda GX270 9HP engine (for generator) is evenly worn with a groove along the middle of the teeth (instead of being straight along the edge as seen from the side there is a "U" shaped groove). Is this considered normal wear for a governor gear of this sort or did I do something wrong when I reassebled the engine? I replaced the piston and exhaust valve and when I replaced the crankcase cover I did not use a gasket but used some blue silicone instead. Does the governor gear need that couple thousandths of an inch? Is there some way to check the governor gear alignment during reassembly? The engine ran great at first then started having governor problems and finally was trying to run away at full speed.
