Electrical power coming into a gutter

Correct me if I am wrong.

Have a buildiing that has 480v 3 phase coming into a gutter and instead of coming into a Main distribution panel they came off the taps and landed in to fusible disconnects.

At first the disconnects were for lighting and transformers but they have added since. 5 disconnects.

NEC requires no more than 6 throws of a switch is suitable for main disconnects...

Correct me if I am wrong

Wrong about what?

I believe you are right about the NEC requiring no more the 6 "throws" to remove power. That may only apply at the "service drop" however.

You are correct, unless there is a main disconnect before the gutter
