I know what anchoring cement is for but hydraulic cement seems to be of the same material. Can they be used interchangably?

It might be better to tell us for what purpose you are using the material.
They are both portland cement based products, they will both act in similar manner. "water plug" is an extremely fast setting material. Some of the others have bonding agents, setting agents, high early strength modifiers to accomplish similar tasks.
