Cannot get a Gould GT15 to build pressure.

We took our pump out of storage and set it up. We have the intake line in a cage with netting to filter out algae and aquatic plants submerged in our pond. I have a check value on the intake end of the pump. I primed the pump as I have in passed years but I cannot get the pump to maintain pressure. I run the pump and then open the ball value to a hose and I get a blast of water and air then it quickly becomes spurts of water that do not squirt but a few inches? It will not maintain pressure.

Did it freeze in winter? Where are you?

Try opening the ball valve just part way. The pump will have to push constantly and not quickly spit out the water you put in for priming.
