hello in my bsmnt, i've roughed in wiring for a 750W baseboard heater using
12-2 wiring. will this be sufficient? or is 10-2 needed?

Twelve gauge should be fine for 750W at either 120V or 240V. At 120V that should be 6¼ amps.
