Old retaining wall

Bought a 100 years old house a few years back. We are still working on renovations. On one side of the property there is a 50 ft long, 6 ft high very old retaining wall (older than 80 years ), which was built by the City at that time, along a street. Sometimes between 80 years ago and 60 years ago, that street became the driveway to a newer house built on the next lot. On our most recent survey, there is still that street. The young neighbours who live now in that house, are asking us to rebuild the retaining wall, which is in bad shape now. Because of the length and height, any quote we got is over 30 thousand dollars. They are the only one who will benefit from a new wall but they are not willing to pay anything. From our point of view, it was built by the city, along our property line, to protect a street. Should we be responsible for this retaining wall ? Our house is on the hill as seen in the picture.
