what is the proper way to install foam board? Foil inside or out, where to place adhesive?

It depends where you live and if heating or cooling is cheaper or more important to you. The foil should face where the heat is desired to be. In the North, where there's a much more expensive Heating Season, the foil faces inward to reflect the heat back into the building. In the South, where Cooling is primary, the foil faces outward to bounce the heat away from the building.
