Does anyone make a wallplate to cover two single gang toggle switches installed side by side
That would be a standard double-gang wallplate (faceplate) unless you were thinking of installing two single gang toggle switches into one single-gang mounting box. Some of them are kind of skinny but I don't think they'll fit side by side into one gang box anyway. It would most likely be a specialized switch with a custom wall plate. They make two or three rocker switches (one under another) device that installs into one single gang box. Common for bathrooms and kitchens where you would have a light and a fan or a light and a food disposal.
Leviton also makes a two toggle switches device that fits into one single gang box - the toggle switches are still stacked (one under another), not side by side. See picture below. You would need a standard outlet wall plate for that switch - Leviton 6200-C0I Cheetah Single Pole Toggle Stack Switch.
