Heating

Why is it that my heater either runs continuously or doesn't kick on when it supposed to when it get's very cold?

It is central heating for my home which has a pilot light.

Shouldn't the plenum be insulated instead of bare sheetmetal even if it's in the crawspace?

If it should be insulated, what type is used and how to fasten it to the sheetmetal? Is the building code allowing that...
