Press releases should be sent to every possible publication that is remotely connected with your type of product. They'll *all* throw it away because you are not a name company, or offering something that is clearly both useful and unique. In short, a press release is useless to getting any press coverage until you are known.
Advertising is what ever you can afford. Since you have not indicated your region or country, no one can answer your question.
