What is "stuck open limit" noted in the troubleshooting guide?

Anyway, in garage door openers "stuck open limit" refers to the maximum period of time the door might normally take to close from fully open. If that period has passes but the end switch still hasn't been closed, which would have indicated that the door is all the way down, then it means that something is obstructing the door and it's stuck on its way down. So the motor can be disabled and a fault light blinked. Which make/model are you inquiring about?
