Slipped over the end of one of your rods and the wing nut tightened down, it will act as a centre point for routing in a circle (or arc of)

The end of the gold coloured piece fits on the end of one of the fence rods. The point fits into a small hole in the work piece and you can then rout circles. Its called a trammel which is a type of compass.
