There is a maximum Carbon Performance Rating (essentially a limit on the energy use) of ventilation and air conditioning systems for commercial buildings over 200m². It's not very stringent at the moment, but it's likely to be decreased over the next few years.

Denis Howell, the then sports minister (a high level post in any administration) was appointed "Minister for Drought" in 1976, at the very end of a singularly long, hot and dry summer. There was no idea at the time of 'global warming', and AFAIR, the summers before this had not been particularly dry, so it wasn't part of a pattern.

There were a few consecutively dry years in the 1980s or early 1990s in the south of England, which co-incided with the first postulations of climate change, prompting fears that water shortages may be more frequent.
