Patchy emulsion..

I have a plastering job to do, no problem there. The problem is they have stripped the wallpaper off and taken old emulsion paint off with it and some plaster as well, i.e the walls are the original victorian plaster so basically its dusty/crumbly type plaster however because the emulsion is grossly patchy all over and I cant be arsed steaming it off will I really get a sound surface on this type of situation with bonding(PVA) and then plastering?

I have always scraped the emulsion off on other jobs but they want a cheapo job and are not willing to scrape the emulsion off themselves.

This is why I hate new plastered being painted with emulsion because in years on someone will always wallpaper over the emulsion and will allways peel the emulsion off when stripped.

If the plaster is crumbly, why not remove it, along with the emulsion ?

All four walls,lots of dust,cleaning up, for X amount? nah!.

Trouble is if the old plaster is in too bad condition your skim may well crack through no fault of your own but they'll blame you.

Big areas could fall down because the paper is no longer holding it together and they'll be cursing their decorator:(

I dont think the paint is the main problem. Just sand off lose bits, 2 coats pva with 2nd one still wet when you plaster.
