Letterbox installation question

I wonder if anyone could offer some thoughts on the following.

In my front door (uPVC and metal) the letterbox has a sprung side with brush-type draught excluders and an unsprung side. The sprung side you lift against the spring, rather than push against the spring, if you see what I mean.

Anyway, the sprung side is currently on the inside of the door, so when it is windy the unsprung side flaps about outside in the elements. Annoying. It seems to me that this has probably just been installed backwards, does that seem right? The only thing that gives me pause is having the brush things on the outside but maybe they can be separately installed after the flaps ? I need to have a look at it later really. Would be grateful for any opinions.

Both plates should have a spring on them but if its bothering you switch the plates round as both are/should be identical.
