electrical works certification query...

Somewhat reminiscent of my own recent experiences - hoping for a similarly excellent reply TIA:-

Background:- relatives have had a fair bit of "full plans" BCO building work done within their house and the sparky who did the new circuits, extensions to existing circuits, bathroom works etc also fitted a new split load RCD consumer unit, did some equipotential bonding/supplementary earthing, wired immersion heater, CH boiler, and did a full periodic inspection (measuring resistances (?) continuity etc and rectifying the few faults found) KEGCHING!!

Since them completing the work various wranglings have occurred mainly over overcharging, that has left relatives feeling anxious as;-

- despite repeated asking sparkys have not given (or even shown) them the official certificates etc that will be needed to give the BCO to sign off the whole job - sparkys say they will hand them over when payment made...

- relatives concerned that sparkys may try to have last laugh by "forgetting" to fully complete said certs or maybe not supplying one or two that are required to adequately cover the work that's been done...i.e. once payment has been made they're concerned they will be on hiding to nothing trying to get missing/ inadequate certificates sorted out....

Can someone please advise:- what certificate(s) should relatives expect to cover the work done? and what "last laugh" tricks are they advised to watch out for when inspecting the cert(s) when they go to collect and pay the crook-ahem sparks?

They plan to visit the works with a cheque and get the certs "in their hands" - but of course the only person that can say they are OK is the BCO...by which time the cheque will have cleared...

Sparks are apparently an established local firm recommended by the builders, with "Electrical Contractors Association" on their letterhead - are rellies being overcautious? or approriate in the circumstances?

Not unusual IMHO for contractor to refuse to issue certificates until paid; is the payment dispute a major part of the works and has the undisputed amount been paid?

I don't think there's any doubt they are ECA members... Essential Question:- Can all this (previously mentioned) work be covered by one certificate? or should there be more than one? if so which one(s)?

All the new work should have a 3-part Design, Inspection and Test certificate. The odd bits might be included on that or on a Minor Works Certificate. The inspection of existing wiring should have a Periodic Inspection cert but this might be included on the Insp and Test certs for the new works.
