retiling floor ?

Pulled up existing tile floor, under tile is about an inch and a half of mortar. If looks to be in decent shape except for a few cracks.

Can I tile over this and should I seal it first, and with what ?

Just clean old mortar off, make smooth, and remortar new tile.
