crepe myrtle does not bloom

I have ten crepe myrtles which bloom wonderfully but one which has never bloomed. I planted it four years ago and so far no blooms. It is supposed to be purple blooming. Thoughts? Should I compost it and buy another one? Move it?

My guess is that it isn't getting as much sun as the others?
