sealing a floor

We have a floor that lets the wind through. We can't stop the wind getting into the building under the floor; that would be complicated and expensive. But I'd like to seal the floor. It's conventional tongue and groove boards, but presumably they were damp when put down, because they have gaps in between. The cold wind whistles through. ldeas anyone?Bill
