This seems to be the standard form of floor strengthening used in loft conversions. New joists of 50x200mm or similar are placed beside the existing joists - either supported on load bearing walls or slung from joist hangers on a cross memeber installed for the purpose.

The trick however is that the new joists are installed with a small gap (1/4" to 1/2") between the underside of the joist and the existing ceiling. That way any deflection of the joist does not cause it to damage the ceiling. Timber sizes etc would be specified to keep the maximum deflection in the centre of the joist to less than the joist to ceiling spacing. The new joists are not attached to the existing ones for the same reason.
