You need an insulated shed. Make sure the floor and roof are well insulated. If doing the whole thing yourself use Kingspan insulation. High performance for the depth. Make sure you have a vapour barrier on the walls and roof. Put is an much insulation as you can. With too little insulation sheds can be baking in summer and freezing in winter.

There are many companies selling insulated sheds. Also make sure the shed is within permitted development for your plot.

I really can't see how you're going to this for the price you've set particularly as you're going to have to wire it as well. By far the best suggestion is to look for an old caravan or portacabin; insulated, water tight, probably wired, etc.
