The problem is that too many electricians seem to think that switched

13A square-pin sockkets are the only type that is allowed. Round-pin sockets to BS 546 are often more appropriate for fixed or stationary appliances, and deter misuse of the installation.

or even better, for more permanent stuff, use a fused spur. They can't be unplugged.

Sometimes. Often people will still unplug a BS546 plug only to find that they still can't plug their ubiquitous 13A plug in, and just leave it at that - unplugged.

It's much better to use a fused spur box (preferably unswitched) for fixed communal equipment.

A fused spur unit is best. Also the gear should be out of the way.

ISTR that wiring regs specify that "fixed" appliances should be wired- in via switched outlet.
