I think the answer to that is it depends on what you are measuring. If yu are looking at things at a tiny level you obviously often deal with ridiculously tiny amounts of time.

Can it? If the quantum levels within an atom changed wouldn't the energy required to hop between them also change and as the quantum amounts are supposed to be fixed...
