All water vapour follows the laws of physics, it's why they're laws of physics. What water running into a house has to do with it I'm not sure - if you have that, I'd fix that first.

of course. Air is a gas, and gases move & mix rapidly. And where's coldest? Underground areas. Plus walls are exposed on the exterior to constant wetness there.

Not really so different from having earth piled up against an outside wall so it bridges the damp course.
If you want to get the basement of an older house as damp free as possible, it needs more than just some waterproof paint. ;-)
