I am in the process of putting up a steel garage, and would like to clad the inside with 18mm ply, but I wondered if this is going to upset the building control people? It does have to pass building regs, but it would make running the electrics much easier etc?

If it has to pass B Regs then they will be concerned with the fire performance of the wallcoverings. I'm not sure what they will actually require, though, as free-standing garages don't usually have to comply with B Regs. Check with BCO.
