central heating system

About six weeks ago i added Fernox corrosion inhibitor to the system. The system was drained, for a new hot water tank, refilled with ordinary water, left in for one week, drained again, refilled and fernox added. Now in the header tank there is white lumps like small peices of polystyrene and like a film of jelly ontop of the water. This is just on the top and it dispursed when mixed up. Is this normal? Or what have we done wrong?
